During the Soviet years, Russia and indeed everybody in the USSR were supressed harshly by the KGB. Any who went against the state, even if this meant comitting a very minor crime like saying they didn't like the 'government' were sent to prisons called 'Gulags.' The majority of these were situated in Siberia although some were more in land in the likes of Hungary and Poland. But if it's in Siberia, there's less chance of escaping. Conditions were horrendous in the Gulag as well.
