Question by David K: Can a legal resident of the United States enter Canada with a Russian Passport?
I have a Russian friend who wants to visit Vancouver BC and Victoria Island.
Can he enter Canada with a US Green Card and a Russian Passport?
He also has a California Drivers License.

Current WHTI approved documents for travelling by land or sea include the "green card" and Canadian Border Services Agency regulations also accept the green card as appropriate ID for entering Canada by land or sea. So your friend would just have to bring his green card with him if he is travelling by land or sea. Of course if he is driving he will also require his drivers license.
If he is travelling by air then he will require his passport and green card.

U.S. legal permanent residents may travel to and from Mexico and Canada by land with just their green cards…no passport needed. He can use it if he likes, but all they are going to want to see is the green card. If he showed his //Russian passport, but not the green card , he would not be allowed in because he would need a visa. Green card holders may go to and from Canada with just the green card. A LOT of people do not understand this…but it is correct. If he is flying…he will need to show both.

Yes of course, your Russian friend cannot get a US passport, his Russian one is his only valid travel document when traveling overseas.
