No. It needed WWII and the devastating German defeat, sovereignty over Eastern Europe and [probably] nuclear weapons to give way to the Cold War

The USSR was not a true communist state. You might call it a Stalinist state. A communist state would have stabilized in the 30's and then strengthened after ww2. The paranoia that Stalin created was the source of the cold war.
