Pierogi is usually baked in the oven. Pierogi are kind of a small cakes. Piroshki are fried in the oil. Kind of like frying a bread dough.

Nothing as far as I know – just a regional language variation. Both, however, also have about a billion region-specific preparations, so you'd never find a difinitive recipe for either.
PS: Pierogi are not cakes that are baked in the oven. They are a potato dumpling (stuffed) – they are most often boiled and/or pan-fried (sometimes deep-fried in North America).
