Question by : Do people still get banished to Siberia?
If not, do the people originally banished get to come back, now that Russia has broken into many smaller countries.

No. The last Gulag camp closed in 1960, and the USSR no longer exists, so banishment to closed cities hasn’t happened in over 20 years.
The Gulag inmates were allowed to leave the camps when they closed, but many were not allowed back to their home towns and cities – most made new lives in Siberia.
Russia has not broken into smaller countries, the USSR was made up of 15 republics, a bit like American states – Russia was the largest of those republics. When the USSR collapsed each republic became independent.
