Does a person leaving Russia for a one month visit in the U.S.have to have a certain amount of cash before being able to travel?

Perhaps not, but the person will certainly need passport and appropriate visa. And, needless to say, if you’re traveling anywhere, and traveling for a month at that, you will need a bit of money

There is not such a law in Russia but to get visa to the USA, you need to have some proofs of your material status etc. that gives assurance that a person will come back to Russia.
If you are communicating with a Russian girl who told you this, it is possible that she has the best intentions, but it can be that she just wants some money from you. Whatever the case is, I just recommend you to visit Russia yourself as it is a wonderful country.

They need to show that they have enough money to support their trip. Other things that help to get a visa are showing that they have a good reason to return to Russia, such as a letter from an employer or university.
But beware, if it a woman asking for money that you have never met or spoken to regularly, then it is a scam.

There is no such a law in Russia. But! A Russian national traveling to the US must provide the US consulate with a hell of proofs that he has enough money to have his visa issued.
