when Kennedy first started talking about it, he told the Soviet commanders in Cuba that they could use all weapons at their disposal if the Americans invaded except nukes. the entire incident was not as intense in the USSR as in was in the US, so Khrushchev didn’t give too many speeches. he negotiated terms for the withdrawal of the missiles, those terms being that the US would not invade Cuba and that American missiles would be withdrawn from Turkey. the last bit about Turkey was kept secret (in both countries) as part of the treaty, so the incident appeared to be a Soviet defeat. this was bad for Khrushchev’s popularity.
