He evidently thought he could have his way with JFK, therefore the Cuban Missile crisis. It’s not likely that movement of missiles to Cuba would have been tried agains Ike.

I suspect that Krushchev underestimated Kennedy until the Cuban Missile Crisis when he learned differently.

I’m unsure how Nikita viewed Eisenhower but I know that he considered Kennedy as a childish amateur who was in over his head.
