It scared the tar out of the Eisenhower administration, and began the space race.

Well many ways. Firstly, it showed the world that the Soviet Union was not a backwards nation of farmers.
Secondly, it came at a time when the Arkansas Five were in the news, and Sputnik flew right over Arkansas, and the Soviet Union used this as propaganda about how they were making huge peaceful advances and the United States was still segregating the races.
Thirdly it gave rise to the threat of space-bases nuclear weapons which could strike anywhere on earth with nothing to stop it, and of space surveillance (spy satellites)
Fourthly, it started a space race which culminated in the first man on the moon nearly twenty years later.
So yeah, those are the basic highlights.
