The USSR probably laughed its ass off, and that got itself stuck in Afghanistan.

It was a victory for the USSR in that it sponsored both the propoganda and military operations of the VC. The largest effect on the cold war though was it's bringing China and the US together, in that Mao hated the Soviet style communism after Stalin and outwardly supported anything that was against USSR's interests. Examples of this are the Chinese invasion of Vietnam after the American War. Also, the Chinese support of Pol-Pot's regime initially as a constraint to Vietnam's intentions of invading Cambodia.
It led to the US and Chinese partnership against Soviet influence, so in the long run, it wasn't such a victory.

another showdown b/w US and the USSR, it was a victory for Communism, in the long run these international conflicts bankrupted the USSR leading to its collaspe in 1991.
