The front sight can be adjusted with a special tool that should of come with it. You rotate the sight post as you would a screw and the post moves accordingly. Since its shooting up you want to lower it. To adjust windage you see that circle on both sides of the front sight? Tap that to move the front sight post left or right. Tap it to the right.

I shot my Romanian AK yesterday for the first time. It was right on maybe a little high and right but it punched a hole in the target about the size of a hardball. I would say that is a pretty good grouping. I The first answer helped a lot with wind-age, next time I am at the range I will use this to adjust the wind-age.

The windage is supposed to be adjusted with a sight tool that looks like a lemon squeezer.
On rifles where you are adjusting the front sight, you need to move opposite of the direction you want the hits to go. To move your hits up lower the front sight, to move your hits to the right move your sight to the left. Counter intuitive slightly until you think about it.
