Question by : How to call a Dutch number from Moscow?
My bf’s mobile number starts with +3163 etc. I have to money on my mobile phone, but I need to call him, and it’s urgent, so I am trying to dial the number from the home phone in the flat (in Moscow). Which code should I dial before the actual number?

I found this somewhere, not sure if it’s still valid.
If you are trying to call internationally from Russia, dial 8 and wait for a tone. After you hear the tone, dial 10, followed by the country code. e.g. For a call to the U.S., dial 8-10-1-xxx-xxxx.
So, IF this is true you’d need to 8-10-316…………

So you dial +3163 etc. or 003163 etc. It’s just the number you’ve got.
