Because central power is the exact opposite of capitalism? If you want to change your house to look like a cute white country home, would you rather start with a cute red country home you just need to paint, or a 54 story Manhattan skyscraper? It hindered because it was further from the goal.

The central planning did not hinder Russia's transition into capitalism, in fact, it sped it up, as the Bolshevik state was able to greatly accelerate industrialization and the proleterianization of the masses, and spirit away the ruins of feudalism, thus, as Lenin put it, they managed to "consummate the bourgeois revolution."
