Do any people know the length of time that a letter can make its way to SPB, Russia from Tulsa, OK?

Around three weeks or so. If it is urgent I would suggest paying a bit extra for some sort of recorded service ( In the UK it’s first class or recorded not sure what the options are in the US) as letters from abroad often get lost (or a least it happened to me many many times)).
