Weren’t Tsar Alexander I and Tsar Nicholas I brothers? I don’t think that Alexander I had any living children and he abdicated in favour of his brother Nicholas.

Nicholas II was married to Alexandra, the daughter of Princess Alice – a daughter of Queen Victoria. Kaiser Wihelm's mother was Victoria, the eldest daughter of Queen Victoria. So Alexandra and Kaiser Wilhelm II were first cousins.

Nicholas II was the first cousin of King George V of England as both of their mothers Marie and Alexandra were the daughters of King Christian IX of Denmark. Wilhelm II and George V were first cousins because Wilhelm's mother, Victoria was the sister of Edward VII, the father of George V.

The relationship between Nicholas II and Kaiser Wilhelm II might be more direct if you go back to either Tsar Paul 1 or Tsar Alexander II through marriages between the two royal families of Romanov and Hohenzollern.

Nicholas and Wilhelm were related through Grand Duchess Maria Pavlovna of Russia. Maria was the daughter of Tsar Paul I and his second wife Sophie Dorothea of Württemberg. Tsar Paul I was the son of Tsar Peter III and Catherine The Great.

    Relation to the Russians:
Grand Duchess Maria was the daughter of Tsar Paul I and his second wife Sophie Dorothea of Württemberg.Tsar Paul I was the father of Tsar Alexander I. Tsar Alexander I was the father of Tsar Nicholas I. Tsar Nicholas I was father of Tsar Alexander II. Tsar Alexander II was the father of Tsar Alexander III. Tsar Alexander III was the father of Tsar Nicholas II.

    Relations to the Germans:
Grand Duchess Maria was the mother of Augusta of Saxe-Weimar, Queen of Prussia, Empress of Germany and consort of William I, Emperor of Germany. William was the father of Frederick III, Emperor of Germany. Frederick was the father of Kaiser Wilhelm II.

So the answer is that basically they were cousins with the same blood related grandfather (Grandfather to the Kaiser and Great Great Great Grandfather to the Tsar).

    They were cousins, I believe.

Queen Victoria had like nine children so she married them off to every royal family in Europe.

Yeah, Nicholas and his wife, Alexandra, were related in some way too.
