JosF has it about right. There was a tradition in Russia of 'starets' – wandering holy men. Rasputin was one such who managed to get himself into a high position through one talent – he could calm animals and people. The Tsarevitch, son of the Tsar and Tsarins had haemoplilia, a disease of bleeding very easily, thus he might die from a minor childhood accident. Rasputin could calm the Tsarevitch so that the bleeding stopped, thus he became very valuable to the Tsarina, who naturally adored her son who would take over the throne.

It is very difficult to describe what or who evil is.
I would say that Rasputin was a very promiscuous and vainglorious conman. He made his way to the very top of Russia. That creates automatically a LOT of enemies. Especially since he was a conman and his tricks were exposed.
Add to that: imagine you are a Russian noble, working your bloody butt of to do your job. You behave 'right' (don't drink too much, do your job correctly, etc.). You see a sleaze bag first class sliming his way up to the Czarina screwing anything that moved if not passed out drunk. And dragging the entire empire down with him in the gutter.
It's almost impossible not to hate a man like that. Rasputin couldn't do the impossible, so just about everybody hated his guts.
Being evil to me is torturing or killing someone for the fun of it. Something like that. As far as I know, he didn't do anything like that. Doesn't want to say he was a good person, of course.
