Hey Nathan,
Well, I think that as long as your cat is Russian, I suggest that you give a sensual bath with lots of candles and bubbles, then bring the mood down with some smooth jazz, and finally you need to make some noise down by the fireplace. That should teach that cat a lesson in shutting up. oh yah, vote my comment the best.

The Department of Homeland Security has cats from all over the world in place to help in situations such as yours. Because terrorists can look like anything or anybody, they and the Immigration and Naturalization Dept must be ready with Translator Cats(dogs are available). These cats are from Turkey(Turkish Vans), Iran(Persians), Tibet(Himilayans),
Russia(Russian Blues), and other countries such a Singapore(Singapura) and even Britain(British Blues) for example.
Being that your cat is Russian, however, they may want to assure that he has the proper paperwork in order, or they may try to deport him, as often happens. You don't say where you are from, but if you are close to Brighton Beach in NJ(?) I believe there is a large Russian population that can help translate(this according to the Sopranos). They may exact a large price for the service…
I would just place a Black Russian or White Russian close by while you teach him American Sign Language, if he doesn't like the Vodka, you drink it and give him tuna and water…
DA?

Hi there,
Your question is very clever. Perhaps you can find a Russian Blue cat to translate for you. It might help. They do charge a lot for their work though. But good catnip might be a satisfactory substitution.
I did find something that you can show your kitty to make him feel more at home.
You can see it and hear it at: "Cats in Russia" http://www.youtube.com/watch?v=FYBJPKDuHu0
I just hope your kitty loves music.

Cats respond to tones and noises not to voice commands. Whenever you say something associated with food no matter what language the cat will come around. i hope you are not a dude because if not you need a life. If you are a girl and you are in your 20s you are going to become a cat lady.

LOL, i'm sorry, but that's the best question yet.
