Question by justasking: Why does Medvedev care if teens drink or smoke?
the russian president called for higher restrictions on those who sell to minors, why would this be?

I suppose the same reason Obama signed a restriction on tobacco marketing and selling a couple weeks ago. The young people (teens and 20-something especially) are more likely to pick up smoking than older people, and everyone knows how hard it is to kick the habit. People in the government feel responsible for protecting children and teens, and they don’t want to spend all that money on battling lung cancer later. Besides, it’s a good source of revenue, putting new taxes on tobacco and alcohol, and then fining people who do sell to minors. Makes economic sense, doesn’t it?

Because he's concerned about their health? Drinking causes permanent brain damage in teens (and in adults, too, but less since their brains aren't going). And most people start smoking in their teen years, so the idea is that if they can't get cigs fewer people will start. Which would probably be true if it worked but the studies I've read about have found that kids manage to get cigarettes anyway, so the main effect of these laws is to make adults feel good.

Maybe because he is coming to his senses and realizing that it is really bad for younger people and all people for that matter.
