Then how come no Russian land on the moon yet?

Because Americans Beat them to the Moon, after that in those days of Cold war, Russians lost interest in landing there, few years later USSR dissolved and any hope of Russians going to moon any time soon seemed bleak, but now they have a proposal to land on the moon in 2020s

The USSR was planning to send men to the Moon, but their N-1 Moon rocket exploded every time they tried to launch it, so the plan didn't work out. Then the Americans got to the Moon first, and coming in second in the space race didn't really appeal to the USSR, so they never ended up sending men to the Moon. They focused on things like having the first space station (Salyut-1) instead.

Every nation has its own priorities. The United States made landing on the Moon a top priority, and poured all their resources into it. The Soviet Union had other priorities and put their resources elsewhere. It's ironic that, with the retirement of the shuttle fleet, the United States is now dependent on Russia's ancient Soyuz technology to get astronauts to and from the Space Station.
