It was never meant to become the country it did. It just became that way because the leaders had absolute power. They weren’t accountable to the people. The abused it and the people got sick of it and ended the USSR. That is why communism sucked.

For examples read “We the Living” by Ayn Rand. It will tell you all you need to know. It shows the backwardness of Soviet government.
