It depends on what country you're emigrating from. Many destitute workers from Central Asia pour in by the millions in search of a better life. If you're from the US or Western Europe then there's not much reason to actually live in Russia for any length of time.
And far from being Communist, it's actually extremely cutthroat competitive now, with basically no social safety net, flat taxes and little government intervention in otherwise necessary areas, like forest management, hence the huge wildfires as of late.
