Khrushchev was in office as leader longer than Kennedy. Khrushchev likely did much more in the way of US – USSR relations than Kennedy because he was in office for longer and had more control of the government. He was around for all of the crises and treaties that the US and USSR had in that 8-year span, but just for more time than any single president. If one president was in office for the exact same time as Khrushchev, then it would be more of a toss-up as to who was more important. But Khrushchev is probably more important.

definetly Khrushchev. Simply because he (and the USSR in general) were the active players. The West (Kennedy et al.) were passive and only reacted (sometimes) to soviet attacks. In most cases these reactions were too little, too late and awfully ineffective
