Question by Victor M: What does it mean Moscow is the most expensive city in the world?
1) Does it mean that for citizens of NY, London, Paris etc. Moscow is expensive?
2) I mean that an average moscovite doesn’t earn much while housing is very expensive, so that’s how there is a huge index, isn’t it?
3) The most expensive city to live in for it’s citizens. Is that statistics about?

option 4) it could just be that all of the historical buildings and monuments etc etc would make it the most expensive city when you add it all up
but i don’t actually know

The report measures the cost of 200 items such as housing, clothing and food in 143 cities on six continents.
Property prices are only one aspect of the report and the high inflation rates in Moscow are a contributing factor.

It must be London or Tokyo, I doubt Moscow has that title. But you are wrong with people in Russia not earning much. Russia has oil and gas to no end and there are very wealthy people. But because the country is so huge and most of it is rural, the average is pretty low.
