What are the difference in these two roles in the Russian Government?

One is the President and the other is the Prime Minister.

Putin is the one with power, and Medvedev is just a figure head to make it look more democratic, and not like a dictatorship. But everyone knows that Medvedev doesnt make any major decisions without putin's "input".
