Gorbachev put the first smiling face on the Soviet Union, since Kruschev. He was pared on the world stage with the dynamic personality of Ronald Reagan. The two men agreed to disagree, and "Glasnost" was the result.
It was the misfortune of Mikhail Gorbachev to be the person in charge during the final days of the Soviet Union, but his role was one of simply observing, without any ability to change the course of history.
Old line communists regard Gorbachev as a weak leader that caused their downfall, but a longer look at the events causing the failure of the Soviet system, will more accurately show the planned society was a failure from the start, or at least from the end of World War II, because of their failure to produce consumer goods and provide employment in the private sector. This would have provided taxes from the salaries of workers, and perhaps a convertible currency to facilitate trade with the rest of the world..
