Russia and China do not really like each other, so I am interested where this came from. Russia and China had some huge border skirmishes as the USSR as well.

No. Russia's military has heavily downgraded and is no longer a threat. The two countries are simply trying to create a new military doctrine because the U.S. exposed how crappy the old soviet model was in operation iraqi freedom.

No… we practice war games and exercises all the time with our allies.
The US does not practice war games with Russia or China like they do, but we do exercises with each other without giving away tactics and secrets. An example would be when Russian Naval Soldier (They don't have Marines) took a tour around MCRD San Diego several years ago or when our troops went to China and participated in an obstacle course…
Stuff like that.
