Cap'n Starbuck,Moscow is the capital and largest city of Russia, and the largest city in Europe, with its metropolitan area ranking among the largest urban areas in the world. The first Russian reference to Moscow dates from 1147 .the population of the city is more than 10,400,000,Moscow is the country's political, economic, religious, financial, educational and transportation centre. It is located on the Moskva River in the Central Federal District, in the European part of Russia. Historically, it was the capital of the former Soviet Union and the Grand Duchy of Moscow, the pre-Imperial Russian state. It is the site of the Moscow Kremlin, which serves as the ceremonial residence of the President of Russia. Moscow is a major economic centre and is the world's billionaire capital, home to the largest number of billionaires in the world, in 2007 Moscow was named the world's most expensive city for the second year in a row. It is home to many scientific and educational institutions, as well as numerous sport facilities. It possesses a complex transport system that includes the world’s busiest metro system, which is famous for its architecture and artwork.
Moscow International Business Center (Московский Международный Деловой Центр (ММДЦ)) (former Moscow-City (Russian: Москва-Сити)) is a projected part commercial district of central Moscow, Russia. Geographically situated in Presnensky District in western Moscow, located at the Third Ring, the Moscow-City area is currently under intense development.
The goal of Moscow IBC is to create the first zone in Russia (and in all of Eastern Europe), that will combine business activity, living space and entertainment. It will be a city within a city. The project was conceived by the Moscow government in 1992.
The construction of Moscow IBC is taking place on the Presnenskaya embankment. The entire project takes up 1 square kilometer. This territory is the only spot in downtown Moscow that can accommodate a project of this magnitude. Today, most of the buildings there are old factories and industrial complexes. The total cost of the project is $ 12 Billion.

Moscow is one big city! Probably the most expensive to live in. But I don't there are two cities. Maybe like New York. There is a New York city and the state of New York. And there is New York county I think. Isn't the Kremlin the federal government HQ? But it is in or next to Red Square…in Moscow.

Moskva-city is a new business complex in the downtown of Moscow. I don't know why they called this new complex in English. But MOSKVA and GOROD MOSKVA mean the same
