Glasnost was a stand alone policy, it means openness, although it was mean to work hand in hand with the policy of Perestroika – meaning re-structuring. The point of Glasnost was to allow people to openly criticise Soviet industrial and political institutions that were failing and in need of re-structuring.
In practise it allowed people to speak openly about the whole Soviet system – accidental bringing in free speech to the country. Whilst Glasnost failed in its attempts to re-structure Soviet industry, it did succeed in laying the foundations for the end of the Soviet Union.
