No, he was not, considering that the Bay of Pigs Invasion took place in1961, which is before Rory Emerald was born!

The Bay of Pigs took place about three months after Kennedy took office, after having long been planned by the CIA. It was an idiot's move, given just how popular Castro was at the moment — this despite his having already suppressed political opposition, the press, the trade unions, and a good number of his former followers.
But, since Kennedy had nothing to depend upon but his executive branch, this has to be blamed on Eisenhower.
I have no idea who Roy Emerald is.
