The Russian Empire with Alaska, or as they called it Alaskaya.
Alaska is 663,000 square miles, and the only territory the USSR gained was Turkmenistan which is 188.000 square miles in 1917 about the time the USSR was established.

The USSR – 22,402,200 sq km in 1990
