Or if they were, was it extremely hard to get access in? Or did you have to be a government official or something?

It was hard to get access. Not impossible, but you had to apply for a visa and defend your reason for wanting to go.
I had several professors who went to school there in the 1960s as students, so I think they provided the visas, but where you could go in the USSR was restricted. You weren’t just allowed to wander the country without getting approval and I’m sure you were watched all the time.
