Hmm… most suited to you is England and Wales (Yes, this is not Russia, but not all at once): 1) a very large Muslim population, 2) about three quarters of the population can speak English (and about the same can read and write), 3) major pogroms of non-Muslim is rare (the last was in 2011), 4) with work is bad, but high benefits for the unemployed.
