Washington DC during the civil war.
Seoul, South Korea.
Helsinki, Finland.
They are considered Forward Capitals because they are located uncomfortably close to their border. This makes them vulnerable to attack from that direction. That is also one reason why most Capital cities are located near the geographic center of the country. It promotes a sense of unity, but it also provides some safety for the government apparatus.
