I would say a probability to lure a girl from Moscow/St Pete to America is lower compare to any other region of Russian. Reason? America is one very big village and loves it. People in Moscow / St Pete live in big European cities – a BIG difference from America.
You should very clearly decide for yourself what is it you expect from a wife and what is it you have to offer, be it a Russian or an American woman.

It never ceases to amaze me, the number of people who answer a question when they have absolutely no idea what they are talking about.
Other than your specifying St. Petersburg as the only location to find a wife. your question has a lot more merit than most people are apparently aware of. If you lose the single city idea and look at all of the former Soviet Union as a whole, your chances would improve significantly. There are a variety of reasons. And please – these are all statistical and demographic in nature – there are plenty of exceptions to both the men and the women I describe. But those of you who have lived in the Former Soviet Union have to admit – at least to yourselves – that I speak the truth. The rest of you can go pound sand.
First and foremost, the boring statistics – and the chilling story they tell. While the average lifespan of a Russian woman is 74 (almost as high as The West) the average Russian man is dead at 58 years. This has many reasons, almost all of them directly or indirectly involving alcohol abuse, which is beyond pandemic. The government is frequently trying to impose limit sales of alcohol, to control consumption – with no success. Also, many Russian men are even more macho than Latino men – and the results are even more destructive to a marriage there. There are more abortions than live births – and only 60% of the birthrate required to maintain a stable population. That's because so many Russian women refuse to bring a child into such a life. The government is offering a 250.000 ruble (US$ 8816) to a woman who will bear a second child – with no takers ….
A recent poll published in RIA Novosti showed that 8% of all Russian women of marriageable age refuse to Marry a Russian man – they want a foreigner. Another 12% would seriously consider it. The other 80% sigh, shrug, and say "They are coarse, but they are ours."
They love their country very much, and they are loathe to leave it. But they are willing to do so, if they can find a decent man. True – many would be more willing to emigrate to Western Europe than North America. The difference in cultures from Russia to England is far smaller than Russia to the USA. Also, from Western Europe they can easily travel back and forth to visit relatives. But a reasonable well-mannered and well-cultured American will have plenty of choices as well.
Keep your eyes open and assume nothing – and you will do well.

with respect to people who have been scammed, your chances are good. But, be aware that not everyone is honest and aboveboard. There are however many gems to be found.

I imagine that finding a wife there will be no problem, it's keeping her after she gets her US Green Card is where the real challenge is.

All Russian dating sites are SCAMS, all the profiles are fake, guys use modeling photos from white girls and pretend to develop a relationship with you, then ask you for money.

Same chance as anywhere else in europe or even your own country for that matter.
And like most people they would proberbly prefer to stay within there own country or europe rather than half way around the world where they ae a long way from there family

I have been staying at Russia for almost 5 years and I dare say that if you are friendly enough to have the guts to just look straight at their faces and give them a smile, they will come flirting with you regardless of the way you look.
But of course, you have to make sure that they are not wearing their engagement rings, and they are teenage girls.
