He radically simplified the cyriclic alphabeth, introduced the first paper mills and sent people abroad to collect books that had not been printed in russian yet.
The printing press had arrived a century before his birth in russia, but he gave the printers something to print on, a simplified alphabeth, and something to print.
Also general education level rose, so more people were able to read and write.
