Get her a Euro charge card with the Roman alphabet on it. The cashiers and clerks in Germany might not understand. They get all upset about Cyrillic lettters/names on charge cards. (The calculations of rubles into Euros are done at the paying bank). This way she is not using the identity of a European or American and trying to be someone she isn't.

Being a permanent resident of Bulgaria doesn't give her any EU rights. So she'd need a visa. Unless it's easy for her to get a Bulgarian citizenship, then problem solved and she won't need a visa.

Since your girlfriend is Russian and not an EU citizen she need a visa to go to Germany. Her permanent residence is just for Bulgaria. She cannot freely move around other EU countries with that. She would have to have an offer of a job in Germany before she could get a work visa etc. The employer would have to advertise the job in all 27 EU countries before they take an non EU citizen on. Student visa is a different issue there. She would have to prove that she got a place to study at a German University, plus prove that she has enough funds to support herself while in Germany.
