    It means “council” or “group”, “harmony”
    The word is as old as the USSR was, since it was founded, to when it died.
    It is Russian. The USSR mainly spoke Russian, but some Soviet republics spoke their native language (IE: Serbian, Czech, Romanian, Ukranian) in addition to Russian.
