The problem with this question is the word "if." The Soviet Union did collapse; everything else is just pure speculation, nothing more, nothing less.

If the Soviet Union never fell then America would be the ultimate, ultimate super power. The Soviet economy was down the drain and if the country stayed together then life for the Soviets would've only gotten worse.
The Soviet Union will never rise again, at least not in the communist way. The Russian army might rise up one day and try to relive its formal glory, but it'll never reach it, at least no with China nearby.
