From the Tatar (or other Turkic) male given name Akhmat, a form of “Ahmad”, which means “praised one” in Arabic.

Akhmat is the Central Asian version of the muslim name Ahmed.
-ov is an ending for son of
-ova is the female ending (e.g. Mr Gorbachov is married to Mrs Gorbachova)
So it means female member in the family “son of Ahmed”
