Question by Danny: What is the difference between the Russian State Duma and the Federation Council of Russia?
I was wondering what is the difference between the Russian State Duma and the Federation Council of Russia? Do they have different powers?

Duma is the lower part of Parliament, the State Council is the upper part. Like House of Commons and the Chamber of Lords in Great Britain (if it is right). The same structure. The law written by Duma and accepted by Duma, goes to the State Council and if the Council accepted it, goes to President for a signature, if president does not sign it, it goes back to Duma for rewriting.
