    I kind of agree with the person above. SALT was an effort to "LIMIT the # of nuclear ARMS [weapons]" The best option would be C, but you should know that SALT was not necessarily a movement to end the Cold War. The US was adamant on curbing Communism, and the USSR was adamant on preserving Communism.
