According to the memoirs of various people who knew him, the Tsarevich was fluent (of course) in Russian, and also spoke English and French. Unlike his sisters, he supposedly didn’t speak any German at all. It’s also been said in these same memoirs that the Tsar spoke Russian to his children, and the Tsaritsa English and French to them. As most members of imperial family, he had private teachers when younger and later would have attend prestigious military school with other aristocrat family boys. A part from been fluent in Russian, French and English., he was probably also very fluent in German. German was often spoken in Nicolas II court.

All people all over the world have mother tongue classes,
along with foreign languages tuition and he was no exception.
