Carpathian says
I don't know about Peter prior to 1700.
But he did work in the dutch shipbuilding industry and spent time with some of the London gentry, so it's likely that people had high opinions of him.
post 1700 the UK came into formal existence with the "Act of Union 1707", Then of course there was the northern war of 21 years which Russia and Sweden were actively engaged in.
And during which he quelled cossack and boyar rebellions and for Sweden it meant the creation of their own "East India Company" as well as the creation of african and north american colonies and forts.
Peter's creation of the empire of Russia meant for a tighter, more sophisticated administration.
It's probably easier to wikipedia or google it as I'm only speaking from my personal knowledge.
