Brezhnev reversed course from Khrushchev. Khrushchev used nuclear bluffs to intimidate the west. Instead, Brezhnev negotiated nuclear weapons treaties while increasing conventional forces. His goal was to make sure the Soviet Union was strong enough to defend its allies while making peace with the west. This is at odds with communist belief that war is inevitable with capitalism.
Brezhnev tolerated a thriving black market because communism could not supply people with basic material goods. As long as you did not threaten the state, you could engage in under the table commerce.
