Agree with the first answer, but also because of his power over them, they might have feared that he was dictating them on what to do, how to rule, make things in his favor. Also because they feared he was trying to ruin the government.
Another reason was because people feared him with his power and unnatural characteristics. Nobody survives poison or a shot in the back, and nobody doesn't not die from those and happen to have their only weakness be drowning.
Many felt his relationship with the wife was also too close for comfort and took action upon themselves to try and be rid of him. Bottom line, his power was inconceivable and plain unnatural and too many people feared him and assumed that his agenda was not in the best interest of their empire.
