Perestroika is a program for the reconstruction of economy.Gorbachev wanted to revive the soviet economy from the stagnation. i dont know how far he succeeded in reviving the russian economy.

Perestroika may have indirect impact on the Soviet military, because Gorbachev wanted the Soviet Union to retreat from the World contest or rivalry against the US.so the economic reforms may have helped the soviets to have some relief from the hardships of spending much on military.

I'm not sure how much you know about it, you probably know more than I do, but I'd thought I'd put my two cents in.

Perestroika was first and for most "Economic reform." Basically what it did was to try and kick start the Soviet Union's economy would had basically stagnated with communism. Think of it as doing sort of what the NEP did under Lenin. It allowed more private enterprise to take hold in the country and loosened restrictions that businesses had had on them under strict communism.

All of Gorbachev's reforms were done in hopes of reforming communism, not abolishing it as many people think. He wanted to create a sustanable form of communism and perestroika was his economic branch of that reform.
