For one, despite what legislayive bodies had decided, much promised reforms were not carried out. A constitution, though drafted, was never signed by the monarch.
To make matters worse, he bestowed certain benefits in provinces like Finland and Poland that his own people never received.
The main problem with Alexander I was his reluctance to hand over some of the reigns to his henchmen or the newly created State Coucil or Senate, mainly out of paranoia and distrust. Reforms certainly wouldn’t happen during his lifetime.
