It's fashionable to send children to English boarding schools, Westminster School, Eton College, Harrow School, Winchester College, St Paul's School etc.
The world university ratings obviously aren't compiled in Russia. May I guess America?

1) The problem with the Russian billionaires is that all of them think that their luck won't last forever in Russia. Anything might happen to them personally or to their businesses any moment. That is why they prefer to move their families abroad – to Britain, Switzerland where their children go to some private schools.
2) a) Unfortunately the Russian higher education system has been going down for almost 20 years already after collapse of the USSR. But it is still capable of producing high class professionals in certain areas of science.
b) Why so few Russian universities are high rated? A university is rated not only for its scientific achievements and achievements of its staff but also for a range of services it provides to students (quality of dorms, number of the international students etc.). I personally graduated from both the Moscow State University and one of the British universities so I can tell you that even MSU is falling behind an average Western university, in this particular respect .

Eton and the other top British boarding schools report that they are being flooded by Russian students and it is increasing.
Regarding universities then they are in a very poor state in Russia. MSU is the only internationally recognized, you can find. However, when you look at this kind of lists, then please remember, that they only show 'universities'. This means that both business schools and technical universities are being left out. There are three real business schools: Plekhanov Academy (rea.ru), Higher School of Economics (a rather fancy one), and the brand new Skolkovo (skolkovo.ru) which is supposed to be the new Russian version of Harvard. There are also several good technical universities such as Moscow State Technical University, but they are very underfunded.
In general the major international companies in Russia only recruit from 3 – 4 universities when searching for lawyers, economists, and the like, and that should also tell you, that the general level is pretty awful.

+West recognise diploma only of some number russian unis,not all.
