Probably both – glastnost (openness, publicity) allowed for early waves of democracy since it allowed people to express their views on government, economy and state in general. Perestroika (restructuring) opened a door of opportunities to business minded people; it began a giant overhaul of USSR’s old “stroi” of government and economic structure. It was a first reform to path the way to free market and away from central planning and nationalized economy.
Glastnost targeted social issues, a greater freedom of speech; and Perestroika was in place to restructure political and economic systems.
I think Gorbachev’s role in Russia’s progress is overlooked and not credited enough…
