Leonid was a highly competent and literate young man, but inclined to be lazy and so used to misleading the ladies by trading off his handsome face. What did him in was neglecting his politburo duties for the nightlife around the Black sea, and of course that obsessive quest for ever more Mongolian porn.

As a young man on the Presidium, Leonid was capable, competent, and did a great job. By the time they selected him Premier, he had "lost it." He certainly degenerated rapidly, and perhaps was suffering from Alzheimer's.
The USSR went from marginal to downright shabby during his premiership. Nobody was in control.
I kinda miss the ol' "Evil Empire" – at least then we knew who the enemy was. It was a simpler time, alas.
